If you’re an OFW returning to the Philippines and planning to leave again, you must get an OEC. It’s necessary, except for those exempt. Here’s how: go to the DMW website, schedule an appointment, and process your OEC at the nearest DOLE-OWWA or POLO branch.

Here’s what you need to do if you’re an OFW:

If you changed your employer or job site and didn’t have BM Online or POPS-BaM records. Or, if you don’t have a valid work visa/permit, set an OEC appointment at the nearest DMW, DOLE-OWWA, or POLO branch.

If you work for an international employer, are employed by a recruitment agency, or work for POEA’s Government Placement Branch (GPB). You can process your OEC online without an appointment. Please write in English.


Before you go online to schedule an OEC appointment, make sure you have:

  • Password: Create a password.

Note: If you don’t have a business registration certificate, show the employer’s national ID card.

The company letter confirms your job has moved to a new place. They’re at a different location if you’re still with the same employer.

Booking an OEC Online Appointment

Booking an OEC appointment online is simple. Just use the POEA Online Processing System for Balik Manggagawa (POPS-BaM). Pick your preferred date, time, and location. Process your regular OEC with the help of the designated government worker at the nearest DMW, DOLE-OWWA, or POLO-OWWA branch.

How to Schedule the OEC Online Appointment

Before, you had to use the Balik-Manggagawa (BM) Online System to schedule an OEC appointment. But, since June 2021, the BM online system has been gone. Now, the OEC appointment setting is in the new POPS-BAM system.

Step 1: Go to the DMW website and click on the Balik-Manggagawa Online Service Portal. You can find it here: https://onlineservices.dmw.gov.ph/OnlineServices/POEAOnline.aspx.

Step 2: Go to the Appointment Section and click “Make Appointment.”

Step 3: Tap the button that says, Schedule a visit to POEA.

Step 4: Look at the rules on POEA Online Appointment. Click “Agree” if you’re okay with them.

Step 5: Pick if you’re a Filipino working abroad (OFW) or a visitor from the menu.

  • If you work abroad, Go to your DMW e-Registration account. Use the email and password you signed up with.

and click “Let’s Go” on the e-Registration card.

  • If you’re a guest, enter your email.

Step 6: Go to “My Profile” and click “Update Profile” after completing your profile.

Step 7: Enter your info, like your ID details.

Step 9: When all your info is done, look for four green thumbs-ups. Tap ‘Balik Manggagawa,’ then hit Next.

Step 11: Enter your job info and press “Submit.”

Step 12: Pick the right job transaction, like OEC appointment, OEC application, or OEC exemption.

If you can’t do OEC online or get exempt, you’re not eligible if:

  • No POEA records were found.
  • New employer.
  • New job location.

Step 13: Pick the closest place for your appointment from the list.

Step 14: Pick where you want to process your application. Click “Next” after choosing your host country.

Step 15: Choose the date and time you prefer for your appointment.

Step 16: Snap a picture of your appointment date and print it out.
